   Additional Description of Link Zambia National Aids Network (ZNAN)
 


The Zambia National AIDS Network (ZNAN) was established in June 1994 with the primary mandate of promoting liaison, collaboration and co-ordination among non-governmental organisations (NGOs) and community based organizations (CBOs) involved in the fight against HIV and AIDS. This core mandate of ZNAN remains the basis for networking among its member organisations. During the period 2003 to 2007, ZNAN has experienced phenomenal growth in terms of its structure and scope of responsibility. Its present responsibilities of sub-granting the funds from the Joint Financing Arrangement (JFA), bilateral partners and Global Fund have brought about a significant expansion of the size of the Secretariat and a broader focus of its services as it has to deal with non-ZNAN member NGOs and CBOs as well.

Having been recognised as a development issue, HIV and AIDS is attracting attention at every level of the Zambian society. With the persistent heavy burden the pandemic is exerting on the nation, one of the major concerns is the attainment of accelerated service provision in such areas as prevention, treatment and care. Capacity enhancement of the major players in the provision of these services is of high priority on the national agenda to mitigate the impact of this pandemic. At institutional level capacity building has received reasonable attention while at community level this need is just beginning to receive some attention. As a network organisation with close ties to community driven initiatives on HIV and AIDS, ZNAN provides an appropriate structure for accelerating capacity development of communities to enable them respond effectively to the HIV and AIDS challenges. This is done by giving financial and technical support to civil society organisations at community level in areas of HIV and AIDS prevention and mitigation. Working closely with the National AIDS Council and the Ministry of Health, ZNAN supplements these organisations' fight against the pandemic by supporting and enhancing activities of community-based organisations.

ZNAN's programmes are aligned with the National HIV and AIDS Strategic Framework (2006-2010) whose goal is to reduce HIV and AIDS transmission among Zambians and to reduce the socio-economic impact of HIV and AIDS. The thematic areas of the National HIV and AIDS Strategic Framework are:

1. Intensifying Prevention
2. Expanding Treatment, Care and Support
3. Mitigating the Socio-economic Impact
4. Strengthening the Decentralised Response and Mainstreaming HIV and AIDS
5. Improving the Monitoring of the Response
6. Integrating Advocacy and Coordination of the Multi-sectoral Response
