In 1991, Zambia reverted to a multi-party system of government under the Movement for Multi-party Democracy (MMD). In its efforts to revamp the operations of the Public Service, the MMD Government embarked upon the re-organisation of government administration.

One of the important changes made was the creation of the Ministry of Energy and Water Development (MEWD), comprising two Departments, namely: Energy and Water departments. The Department of Energy was previously under the then Ministry of Power, Transport and Communications while the Department of Water Affairs was under the then Ministry of Water, Land and Natural Resources.

Under the Public Service Reform Programme (PSRP), which was launched in 1993, and aimed at improving performance and the quality of service delivery, MEWD was restructured and reorganized to include two new departments, namely; Human Resources and Administration and, Planning and Information. According to the Government Gazette Notice Number 46 of 1992, the mandate of the MEWD is to provide policy guidance in the Energy and Water sectors.

The Ministry of Energy and Water Development (MEWD) consists of two sectors; which are the Water and Energy sector.
